Jay Hoffman is a former C-suite executive with over 28 years of experience leading financial strategy, operations, and organizational transformation across some of the federal government’s most complex agencies. As founder of Clarity-Solution LLC, he provides fractional executive services, board-level insight, and strategic advice to mission-driven organizations.

Jay is known for turning complexity into clarity—connecting high-level vision with data-driven execution. He advises executive teams and boards on navigating challenges, spotting emerging issues, and taking decisive action.

He served as Chief Financial Officer (CFO) at both the U.S. Patent and Trademark Office ($4.5B budget) and the Consumer Product Safety Commission, and as Head of Contracting Authority at USPTO, overseeing $1B in acquisitions annually. His leadership delivered record financial reserves, ERP SaaS cloud migrations, pricing reforms, and nationally recognized workforce innovations.

Jay’s experience spans economic forecasting, strategic planning, financial reporting, performance management, KPIs and balanced scorecards, budgeting, procurement, ERP modernization, compliance, enterprise risk management, internal controls, audit readiness, and federal appropriations. He has held senior executive roles at the Departments of Energy and Treasury and is a trusted advisor across government, professional associations, and the public-private sector.

He holds a B.S. in Business and Economics from the University of Nebraska and an M.P.A. from Indiana University. He is a Certified Government Financial Manager (CGFM) and former Presidential Management Fellow.
