Jay Hoffman is a former C-suite executive with over 28 years of leadership in operations and financial management. Jay served as Chief Financial Officer (CFO) at both the United States Patent and Trademark Office (USPTO, $4.5B annual budget) and the Consumer Product Safety Commission (CPSC, $150M annual budget), where he built what many regarded as two of the most effective CFO organizations in the federal government. At USPTO, he also held the role of Head of Contracting Authority (HCA), overseeing $1B annually in contract awards. Jay led transformative initiatives in economic forecasting, financial planning and analysis, performance reporting, budgeting, contracting, and hybrid work strategies. His leadership strengthened enterprise risk management, fraud prevention, internal controls, ERP modernization, shared services, strategic planning, and KPIs—raising the bar for operational excellence and measurable impact. He also held senior executive roles at the Department of Energy and the Department of the Treasury.
Jay holds a B.S. in Business and Economics from the University of Nebraska and an M.P.A. from Indiana University. He is a former Presidential Management Fellow and a Certified Government Financial Manager (CGFM) through the Association of Government Accountants.
